Elgin TX Police Chief James M. Mumford died after being shot in a traffic stop on US Hwy 290 on 13 Nov 1963. He left a wife and two daughters. This memorial was erected in 2001.

Chief Mumford was killed while helping Texas DPS Trooper Thomas Moseley stop a speeding stolen car on US Highway 290 in Elgin. The suspect shot Chief Mumford and wounded Trooper Moseley, who returned fire. The suspect was captured and held by passing motorists who stopped to help the officers.

In 2001 this memorial was placed at the intersection of Depot Ave and North Ave C, in front of the Elgin Police Department Headquarters.
