County Wicklow was established in 1606 on a land formerly belonging to Dublin and Carlow counties. As a small plaque at the memorial reads, "The deer is a symbol of the spirit of Wicklow over four centuries". You may meet many deer when hiking in Wicklow mountains, but this bronze one is also nice.
