The "steenen huys" was first mentioned 1374. The noble gentlemen who had rights here were bought out by the Duke of gelre and largely left the city. It has 250 years been in use, until the prosperity and peace to found a more modern building would permit it. Using existing parts was a stately renaissance building designed by architect Willem van Bommel from Emmerich. The building was now free to stand. It is built between 1597 and 1601 (wall anchors to the front with 1598). At the facade close two unequal towers. The stairs and the bordes are a adjunct from 1609. The canopy was made in 1735. On a drawing by Jan de Beijer from 1741 State it in full glory depicted with plasterwork in block form. On an old photo from 1880 revealed this to have become a single whole and stucco restoration was also necessary. By difference of understanding between the municipality architect Johannes Kayser and Imperial Adviser p.j.h. Cuypers, was a compromise-building. This is again undone. Also the second world war it has miraculously survived almost intact. The current building has no plaster but ornate brick and decorative bands of stone.

Originally, the ground floor of the town hall served as a market hall. Also "De waag" was housed according to a stone façade. There were around inputs and the ceiling rested on four Tuscan columns. At the top of the façade are four medallions with images of famous Venlonaren. From left to right are that the clocks of Venlo, the humanist plumber "Jan Erycius Puteanus", the medallion and the painter and etcher "Hubert Goltzius Jan van Cleef". However, one has made a mistake when making these medallions. Hubert Goltzius is swapped with his cousin Hendrick and so one has a wrong Medallion placed. A research from the 1980s has shown that there are no images exist of Jan van Cleef as adult. The maker of the medallions Roermond has at City Hall so, besides a wrong medallion of Goltzius, a fantasy image of Van Cleef placed. Very striking are the coats of arms of the city of Venlo, Gelderland and the United provinces. The stained-glass Windows are equipped with weapons from former City family directors. The Interior contains a large number of art treasures, such as the famous Adam and Eve-clock from 1716 and the beautiful gold wallpaper in the room learning from 1734 van Burgemeester en Wethouders. Also located In the City Hall Council Chamber. For the rest of the building has a representative function.
