Beautiful memorial honoring D.W.I. victims in the United States

This beautiful and expansive memorial is located on the north side of I-40, in Moriarty (about 40 miles east of Albuquerque). The memorial is easily seen from the I-40 freeway, and I highly encourage travellers to stop and walk around.
There is a large arched entrance on the west side, leading to a plaza up ahead with some dedicated memorials. On the right from the arched entrance is a very large area with small markers in neat rows placed to represent the victims of the DWI accidents.
As of 2007, 849 white markers were in the field, lined up in a similar fashion as national cemetery markers.
Along the large path from the arched entrance to the building, there are several smaller memorials and a sculpture. Several plaques are on the brick wall on the east and south sides of the walkway.
Text on plaque describing memorial:
Memorial of Perpetual Tears
The Field of Markers represents the total number of New Mexico alcohol related traffic fatalities on record for the last five years. Each marker signifies a death. They are more than numbers, they are our loved ones, families, and friends. Each marker, surrounded by the protective arms of the wall, symbolizes a loss of life that was completely preventable. These actions left behind tremendous pain and grief.
May we someday have an empty field!
Everyone traveling through New Mexico on I-40 will witness this visual reality of the devastation caused by
