It is at the entrance to the Manzanar War Relcoation Center, site of the internment of approximately 10,000 "persons of Japanese ancestry" in response to Executive Order 9066 and general fear/paranoia. The events of late make the Taskmasters fear we did not learn our lesson.

The plaque reads:
In the early part of World War II, 110,000 persons of Japanese ancestry were interned in relocation centers by Executive Order No. 9066, issued on February 19, 1942.
Manzanar, the first of ten such concentration camps, was bounded by barbed wire and guard towers, confining 10,000 persons, the majority being American citizens.
May the injustices and humiliation suffered here as a result of hysteria, racism and economic exploitation never emerge again.

It's worth an hour of your time; if we are a society that can't "spare" the time to learn about what America did to its own citizens in the name of fear and greed, then I fear we are doomed to repeat such mistakes.
