This sculpture is a gift from Santa Barbara's sister city, Puerta Vallarta. The attached sign actually names the artwork "Boy on a Seahorse".

Boy on a Seahorse is a gift from the city or Puerta Vallarta, Mexico. The sculpture resides near a walkway around the edge of the Santa Barbara marina.
From the Smithsonian AIC Description:
A nude boy rides on a seahorse in the ocean. A wide-brimmed hat hangs down the boy's back. His proper right hand is upraised and he holds on to the seahorse with his proper left hand. A pattern of sculpted waves surrounds the figures and there is a banner of text along the front. The sculpture stands on a plain tapered base within the harbor.
The signature of sculptor, Juan Pueblo, can be seen in the concrete base. A banner around the sculpture says, "Por Una Amistad Sin Fronteras". A plaque on the sculpture, facing the walkway reads:
