This is the bridge on the eastern side of a hill through which hill the canal tunnel goes under. The bridge provides access to fields, now separated by the canal. While barges went under the hill, their horses went over via this path.

The Lancaster canal built a tunnel through this hill. Room for one barge at a time. Their horses went over the hill by this horse path, rejoining the canal at the other side. This bridge was built by the canal contractors to allow access to fields. Just tall enough for a horse.
The railway came afterwards and had to accommodate canal users. Hence the short tunnel after the bridge.
Stone for the bridge would have come by canal and looks to be Lancaster sourced limestone.
There is an information board at main tunnel portal.
