This hand pump is on display at the Steel County Historical Society's Village of Yesteryear. It is located near the fairgrounds, off Austin Road in Owatonna, Minnesota.

Although this hand pump is at the base of a windmill, there is no apparent pumping mechanism or crankshaft. Therefore, I believe the windmill has nothing to do with the pump itself.
There does appear to be a well below, but since it was winter I could not be completely sure if the pump actually works. As this is located at a museum, I kind of doubt it does.

How to find.:
The pump is in the northwest part of The Village of Yesteryear. From the parking lot, follow the center path through the village and you will see it on the left under the windmill.
Visiting Restrictions:
The pump is part of The Village of Yesteryear a recreation of life in Owatonna at the turn of the 20th century. There are tours available but no actual restrictions on visiting.
