The only source of information I could find concerning this gentleman comes from the English language plaque associated with the statue.

The statue is of Jao Luang Piriyathepawong-u-dorm. The “Jao Luang” is a title indicating that one is the regally appointed ruler of the city of Phrae. Piriyathepawong-u-dorm held this position from 1889 to 1902, in the reign of King Rama V.

During his tenure he was: a devoted Buddhist, concerned for the welfare of the local people, loyal to the King, created the Phrae police force, developed the local economy, and opened the first school in the province. Due to political troubles in the province he was the last Jao Luang appointed, however, he is remembered well.

The statue shows Jao Luang Piriyathepawong-u-dorm in what looks to be formal military dress. He stands upright, facing forward, a sword worn on his left, his right hand holding a pith helmet. The statue is life-sized, stands on a ~1m plinth, on a dais, in the front approach to the Phrae National Museum, which, earlier, was the residence of the Jao Luang.
