I found no official information on the flag.
A white stripe bisects the flag from the lower left to the upper right. The upper field is blue and the lower field is yellow. In the center is the City Seal surrounded by a white circle the the words in blue - City of Smithville Founded in 1822. The Seal consists of blue water with two white sailboats. A blue bird flies in front of a white sun.
