Found in the Siris inventory for Smithsonian outdoor art, thus made the detour during a long drive to waymark. The harps are located at the front of the Damascus Regional Park which is on Kings Valley Road (just off Ridge Road).

The official description is "Three large, steel tapered arcs, painted red, with aluminum crescents at top laced with stainless steel wires. A wind activated sound sculpture." A welded inscription of "WIND HARPS" RODNEY CARROLL 1993 appears on one support beam. SAI reference Unfortunately, I did notice that one string was broken.

Many thanks to Searcher28 for providing corrected coordinates.
