Northern Oklahoma College (NOC) is located on the former campus of Phillips University. This is one of three locations of this community college, the others being Tonkawa and Stillwater.
On the northeast side of the campus, the Astronomy Department has an observatory, and a geodesic astronomy building, and solar lab. North of the geodesic building, this steel sculpture is raw, and has been allowed to rust. It consists of a steel post which is wider at the ground than at the top.
Four concentric steel bands, the largest approximately thirty inches in diameter, encircle a flat sheet of steel set on an angle. Three of the circles pierce the sheet; the fourth does not. The flat sheet is speared by an additional pointed stake. A second much smaller circle of three bands is situated at the pointed top end.
The sculpture is driven into the ground, with several concrete blocks at the base.
