This 1942 concrete bust (entitled "Stalin I") depicts Joseph Stalin in an almost cartoonish manner. He is shown as a middle-aged to older man wearing a white shirt and looking over his left shoulder.
Stalin (1878-1953), of course, was the Premier and dictator of the USSR from 1941 to 1953. Tens of millions of executions and deaths have been attributed to his ruthless rule. Read more about him at (visit link)

The artist, Peter Peri (1899-1967), was an artist in Hungary before emigrating to Britain. His original name was Ladislas Weisz. Read more about the artist at (visit link)
Note that his artist grandson, (b. 1971) also goes by the name Peter Peri.
