The shelter was originally built in 1899, but the clock mechanism was actually built 10 years earlier by Smiths of Derby. The same firm still maintains the clock today. The clock has four identical faces, and although they're rather plain, but it has a nice ornamental metal crown on top of it.

The shelter and clock was paid for by Robert Wildgoose and moved to the park in 1927.

Hall Leys Park is a public park maintained by Matlock council that opened in 1911.
