It may be that pubs with the name 'Mermaid' are an example of ex-seamen bringing back the imagery of the sea.
There are places, however, where there are legends relating to the loss of a local child by drowning in a pond or lake. I do not think that there is very much evidence to support that here though.
It could of course simply be a way of displaying a picture of a half naked woman outside a pub.
