When the
Confederate Heroes Monument
was erected in Luray, Virginia and dedicated in 1898, there were no Confederate veterans at the ceremony. Several sources say that none of the local veterans thought much of this statue sculpted by Herbert Barbee because it did not recognize their effort during the War.
In 1912, members of the local camp of United Confederate Veterans (Rosser-Gibbons Camp, No. 89¹) began raising funds for a monument of their own. That monument was dedicated in 1918. It is located less than a mile away from the Barbee monument across from the railroad tracks and the Luray Visitor Center
in a traffic island in downtown Luray.
Because it was to honor local veterans, originally the monument was to have tablets with the engraved names of the Page County soldiers, but that idea was ultimately scrapped. It has been speculated that only loyal soldiers were to be included, but the exclusion of the names of deserters would cause embarrassment to the families.
