This Public Land Survey Mark is located very close to an old military canon battery known as Point Pleasant Battery - Halifax, NS, which has been recorded as a waymarking.com entry.
There are a few web sites that suggest the WD means War Department. Given that there are quite a few similarly marked stones in UK, and given the military presence of England in the location of this stone (before Canada was formed), it is believed that this is a UK War Dept PLSM.
