This windmill is an educational display of a modern design to generate electricity. Nearby are solar panels which also generate electricity. They power a LED scrolling display sign. This windmill and solar panels (the new thin models) are from the nearby National Renewable Energy Labs (NREL) research facilities ( (visit link) and (visit link) ).
