This large Austrian Pine is situated on the north side of a hill that incorporates a man-made waterfall. This hill is in the center of the block that includes the City Park and the complex that houses City Offices, the Millard County Sheriff's Office, and the City Library. While the complex is in the northwest area of the block, the majority of the block is the City Park.
The plaque at the base of the Pine reads:

DELTA RECORDER HONORED BY HER COLLEAGUES

Dorothy Jeffery, Delta city recorder, was recently named the state's Recorder of the Year by the Utah Municipal Clerks Association.
A past president of the association, she has worked as Delta's recorder for 18 years. She is also past president of the Utah Business License Association and was instrumental in its organization.Delta Mayor Don Dafoe praised Jeffery for her energy and organizational abilities, citing her for helping the city to recover sales tax revenue that was owed by a bankrupt market and working to obtain impact alleviation funding during construction of the Intermountain Power Plant.
Dorothy's obituary, in 2001, states that she was the Delta City Recorder for over 24 years. It also states that, "She had a special place in her heart for the youth and was a second mom for many of them. She was instrumental in organizing the Delta City Youth Court, the Delta City Youth Council and "Christmas in the Country" light parade and celebration. Among the numerous award that she has earned, she was named the Chamber of Commerce Area Giant and the Utah State Recorder of the Year."
