The "Blue Cat" has been around for a while, at least a decade. It offers a good and wide selection of food, some not overly loud (hence good) music, and a restful environment, and hostess. One of the places for expats to host their birthday parties. The interior is themed with (you guessed it) blue cats. The stories this place could tell!
Outside this fine establishment is a bright, blue neon advertising its existence to those who find themselves walking the streets of Phnom Penh in the night.
