The tower is made of Portland Stone and is 24.42 metres high. There are various references to time on the tower.
Underneath one face of the clock is ‘TIME AND TIDE WAIT FOR NO MAN’, and underneath another one is ‘TIME STEALS AWAY’.
Also on the front face of the tower is a statue called Time by one of the famous French Moreau brother sculptors, but it is not known which one.
