This sign is located along a dirt road in Farragut State Park in northern Idaho.

Farragut State Park is the site of the former Farragut Naval Training Station, which was the largest land based training station for the Navy during WWII.
The dirt road where this sign is located is closed to motorized vehicles and is frequented by mountain bikers and hikers. Judging from the sign it is apparently used by horse drawn buggies too, as this is NOT Amish Country.
Interestingly enough the arrow is pointed in the opposite direction as the horse and buggy are going.
