The story goes that this was instituted by Edward III, when the Countess of Salisbury lost a garter during a palace ball. THe garter was sen by Edward who picked it up. Having been noticed by a number of onlookers who gave him the sort of look that you would, a man with a woman's garter in his hand, he put it on his own leg saying 'Honi soit qui mal y pense' or 'Evil to him who evil thinks'. That is his story and he is sticking to it.
The Order of the Garter is limited to the royal family and 25 knights. The star is part of the insignia.
