This elaborate building is located near the centre of the small, far southern Thai city of Pattani, which is capital of the province of the same name. The inscription atop states that the building was dedicated to the Queen of Thailand, a not uncommon occurrence in Thailand, however, I was unable to ascertain anything more about the building. There is a serious shortage of English in this remote and untouristed province.

Having said that, it seems to house public service vehicles and guys shuffling paper. Most likely a civil service establishment, with the large court yard in front being used to house emergency gear. The front court yard, on weekends, is also used for a popular local sport, which is, counting the chirping of one's bird in a cage. There are dozens of birds in dozens of cages, and the watching owners watch (but never wager, as that is illegal in Thailand) as to how many chirps each bird makes. This is taken seriously and earnestly by all concerned.

Atop this building, as the concluding line of the inscription is a dedicatory year. In the Buddhist calendar this is 2534, which translates into 1991 of the Common Era. The building is easily found in the city.
Year of construction: 2534
