Eurobar is definitely a pub. A 'bar' suggests a degree of sophistication that the visitor to this pub would not find on the inside.
However, given the location, this name makes some sense. Two in seven of Bedford's population are of Italian decent and this town is home to people speaking over 100 languages. There are people here from all over the world but notably from Europe. Turkey, Poland, Portugal, Spain, Greece, Cyprus and of course Italy are all represented here and Italy even has it's own vice-consulate in the town.
