Officially a park owned by the city of Oregon City, Oregon, this "natural area" has an old paved road running through it, but apparently a mud slide or other geological activity has made the entire area unstable for vehicular traffic, so it was blocked to traffic many, many years ago, and now the vegetation, trees and moss have created a peaceful, and quite beautiful walking space.
The area would not be safe at dusk or after. Because of the solitude of parts of this park, I would suggest not walking here if you are alone, and always stay on the old road. The park is very rugged. The name "Water Board" park apparently refers to the fact that the location of this park is near the city maintenance and water department facilities.
There are several access points; I have waymarked the main parking area.
