The City of Long Beach, California's webpage (visit link) indicates:
"In 1964 a Japanese garden was designed in the park as a tribute to Long Beachs' sister City, Yokkaichi, Japan. Lincoln Park is the home for the City Hall of the City of Long Beach."
This park is directly in front of Long Beach's City Hall.
A 1998 plaque at the garden commemorates the 35th anniversary of the Cities' relationship.
The garden seems a bit neglected now. No water is in the basin where it clearly once flowed. Nevertheless, there still remains some attractive hedges, trees, and rocks.
The Torii Gate was added in 1989 to commemorate The City of Long Beach's centennial.
