Significant construction has recently been completed along Route 10/202 in Westfield, MA. The old bridge over the Westfield River has been replaced with a new structure capable of handling the enormous volume of traffic passing through this area.

Residents were surprised to discover the installation of a free standing town clock at a triangular parcel of land just south of this new bridge. It was manufactured by the Medford Time Company of Medford, MA and installed in April 2011.

According to the latest news reports:

"It was state and federal monies - not city funds - which paid for the $500,000 clock tower that now graces the site of the $80 million Great River Bridge project here.

A state Department of Transportation spokesperson this week told The Republican (Newspaper) that he erroneously identified the city as having paid the bill for the 60-foot clock tower.

The cost of the clock was included in the original project estimate and funded 80 percent with federal and 20 percent state monies, said Adam L. Hurtubise.

The clock tower is being paid under the contract through enhancement funding,” said Hurtubise.

The U.S. Highway Administration defines Transportation Enhancement Activities as projects which “help expand transportation choices and enhance the transportation experience.” “Landscaping and other scenic beautification” is one of 12 “activities” eligible for funding under this program.

The clock, he added, was made in Massachusetts. It was fabricated by Electric Time Co., of Medfield.

State Sen. Michael R. Knapik, R-Westfield, repeated this week that the project to install a new bridge across the Westfield River and redirect traffic into the central business district along Routes 10 and 202 has been 15 years in the making. He calls it a once-in-a-lifetime opportunity for Westfield to reinvent the downtown."
