Owyhee County was the first county created by the Idaho territorial legislature. Earlier county seats were in Ruby City (1863-1867) and Silver City (1867-1934). Murphy became the county seat in 1934 and the courthouse was built in 1935. Murphy (population about 50) is the smallest and only unincorporated county seat in Idaho.
