A dome of concrete with at brass disc set in the top just a few meters off a paved recreational trail
This IBC monument is labeled "Reference + MON 9 1959" and is also listed as NGS Benchmark PH2270. It is one of a series of intervisible monuments along the U.S./Canada border.

The last entry by the IBC reads:
01 Jan 78 by IBC (GOOD) RECOVERY NOTE BY INTERNATIONAL BOUNDARY COMMISSION 1978 (JFR) ON THE CANADIAN SIDE OF THE BOUNDARY, ON THE MAINLAND SHORE ABOUT 3/4 MILE WEST OF THE OLD SWING BRIDGE, AND MIDWAY BETWEEN THE RIVER AND CORNWALL CANAL. THE MONUMENT IS IN LINE WITH THE CENTER OF POLLYS GUT. IT IS INTERVISIBLE WITH REFERENCE MONUMENTS 10 - 59 AND 11 - 59, AND WITH STATIONS MASSENA POINT, USLS AND 17 USLS. REFERENCE MARK 1--A BRONZE REFERENCE MARK DISK SET IN THE TOP OF A CYLINDRICAL CONCRETE POST, THAT IS 10 INCHES IN DIAMETER, 5 FEET DEEP AND FLUSH WITH THE GROUND. IT IS 0.85 MILES FROM A FENCE SITUATED IN THE PARKING LOT OF MOSES DAM. REFERENCE MARK 2--A BRONZE REFERENCE MARK DISK SET IN THE TOP OF A CYLINDRICAL CONCRETE POST, THAT IS 10 INCHES IN DIAMETER, 5 FEET DEEP AND FLUSH WITH THE GROUND. IT IS 0.85 MILES FROM A FENCE SITUATED IN THE PARKING LOT OF MOSES DAM.
