My pilot friend did some investigation on this RADAR and does not believe the imagery is available online, but the facility is likely in use to aid in storm avoidance for aircraft. The facility is southeast of the major intersection of 61st St (Albany) and 129th E Ave (Olive) in an industrial area.
Information from additonal signage posted at the facility:
"This facility is used in FAA air traffic control. Loss of human life may result from service interruption. Any person who interferes with air traffic control or damages or trespasses on this property will be prosecuted under federal law."
