Although this service center has a worthy website (visit link) with lots of information for scouts, it unfortuantely doesn't include a history of scouting in San Diego.
The site has a couple of simple buildings with offices and a scouting store. There are also some picnic tables on the grounds.

Service Center hours are:
Monday, Wednesday, & Friday - 8:30 am to 5:00 pm
Tuesday & Thursday - 8:30 am to 7:00 pm
Saturday - 9:00 am to 3:00 pm
Sunday - Closed
