Brockville: City of the Thousand Islands (population 22,000) - Population Signs on Waymarking.com

I remember as a child (and that's a while back) that Brockville was at 21,000 and it appears that in 35 years, we've only grown by 1000. I'm thinking somebody's not filling in their census.
