The City Heights neighborhood of San Diego is one of the City's most culturally diverse...with many immigrants from Southeast Asia, Latin America and East Africa. These utility boxes seems to celebrate that diversity with different scenes...some of which are difficult decipher...but, one scene clearly depicts symbols of different religions.
It is signed in the back "Class of 2007 Cardinals Interact". The "Cardinals" are the mascot of the local Hoover High School.
