The monument stands in front of the Belgian - Netherlands naval mine warfare school in Ostende.
It stands for the 1096 officers killed in action during the first world war 1914-1918.
Dit monument werd in 1921 onthuld ter nagedachtenis van de gesneuvelden van het 3de en 23ste Linieregiment. Het bewaart in een buis de lijst van de '1096 officieren, onderofficieren, korporaals en soldaten van het 3de Linieregiment die sneuvelden voor het vaderland.' Na WO II werd een tweede buis toegevoegd met de namen van de gesneuvelden in WO II. Ook de platen op de muur vermelden namen van gesneuvelde. Het bronzen beeld in art-decostijl van Marcel Rau stelt een gevleugelde allegorische figuur voor die een lauwerkrans omhoog houdt. Het onderschrift 'Yser-Houthulst, Steenstraat' verwijst naar de plaats waar het regiment in WO I strijd leverde.
