According to an article published on Fredericksburg.com, Monsieur Herbiet was a member of the French delegation that visited Fredericksburg in 1980 to establish a Sister City relationship between Fredericksburg and Fréjus, France where Michel is from. Fréjus is a town on the French Riviera.
Michel was the president of the Fréjus Jumelage (Sister City Committee) when he died in December 2009.
