The memorial includes a statue of a Navy sailor looking out to sea. He is dressed in uniform and has a duffel bag at his feet. According to an October 13, 2008, newspaper article (visit link) about the rededication ceremony for the Navy Memorial, this is a "one of a kind Lone Sailor statue known as The Liberty Hound. The rededication took place on the 20th anniversary of the statue and coincided with the U.S. Navy's 233rd birthday."

A plaque on a granite column located behind the statue reads as follows:

This memorial commemorates the rich and valued relationship between the people of Jacksonville and the United States Navy. It symbolizes the community's feeling of honor and esteem for the men and women of the Navy. They are part of our family. Description: A young sailor looking out to sea, leans forward, resting his proper left foot on a dock post. He is dressed in uniform, with sailor's cap and scarf tie. He wears an unbuttoned navy peacoat with upturned collar, and bell-bottom pants. His duffle bag sits next to the dock post. The entire sculpture sits atop a raised platform with granite foundation. Steps lead up to the platform on four sides.
