This particular flag is on one of a set of three flag poles set behind a Veterans memorial (see WM68R6).
The US (and MIA/POW) and Claironia flags are on the other poles.
The flag design is that of a stylized sun setting over an ocean wave in a circle with the words "Solana Beach, Californa 1986" in an outer circle. See the flag's logo on the town's webpage at (visit link)
