The town hall was originally designed without a clock tower. However civic pride on behalf of the council led to the tower being added later. The town hall was opened in 1858 by Queen Victoria, whilst the tower was still being built. It was finally completed in 1859.

The tower is 225 feet high and was the tallest building in Leeds until 1966.
