When used by the sea, the anchor may have been used in order to try to attract sailors as customers. Inland however, it is more likely that the landlord was an ex-mariner. If located near a church, particularly one dedicated to St Paul, it could be a reference to his words "We have this as a sure and steadfast anchor of the soul...."
Altenatively, it COULD be a variant of "Anker" a measure of eight and a half gallons.
