Douglas Haig, 1st Earl Haig has no particular connection to Hertford so far as I am able to establish. However, the likeness of the sign to existing photographs of him suggest this is indeed him.

A commander in the British army, he is best known for his leadership on the Somme leading to the surrender of the German forces there.
