Actually it's quite obvious. Although the tower is only about 50' high, they likely placed the red light since low-flying (usually rotary wing) aircraft frequent this area.
About 6 miles north of Oceanside at I-5 northbound rest area "Aliso Creek". The tower and adjacent building seem to be behind the Camp Pendleton fence.
Maybe someone will be braver than me to venture among the trucks to get closer coords and a better shot!
