The Cotswold Project was drafted by a private foundation and later turned over to the City of Houston. The project was started in 1998 to revitalize the deteriorating downtown. Improvements included water features and public amenities such as parks, art, bike racks, and much needed parking.

All these new proposals were not welcomed without disapproval. Most notably the Metro Authority. Many businesses were not informed of the details and duration of the project.

This is the fourth fountain on Preston Street going east. There are two water tables at Market Square Park and therefore named this fountain #6. There is a similar fountain located on the prior block of same street which is described as one of the pair called "Houston Waters I". This fountain is inventoried with the Smithsonian Institution.
