Concrete cylindrical shaped vessel along short wall fountain. The water flows down the shape into shallow pool. There are 2 short walls with water overflowing towards the shallow pool.

The Cotswold Project was drafted by a private foundation and later turned over to the City of Houston. The project was started in 1998 to revitalize the deteriorating downtown. Improvements included water features and public amenities such as parks, art, bike racks, and much needed parking.

All these new proposals were not welcomed without disapproval. Most notably the Metro Authority. Many businesses were not informed of the details and duration of the project.

This is the fourth fountain on Preston Street going east. There are two water tables at Market Square Park and therefore have named this fountain #5. There is a similar fountain on the next block, it is described as one of the pair named "Houston Waters I". The main difference is the shape of the vessels. This fountain is inventoried with Smithsonian Institution.
