I've have always liked this piece and the way the artist created the Great Seal of the United States. The piece is 'carved' from a sheet of iron and has been allowed to age naturally. The plaque reads:

William F. Joseph
(Untitled)
The Great Seal
1965
Commissioned under the
Art-In-Architecture Program
General Services Administration
United States of America

Joseph also created 'In Honor of Christopher Columbus' located in Denver's Civic Center Park. (visit link)
