The plaque is located in the grounds of the Perth Bell Tower, which is a major tourist attraction and recreation site on the riverfront of Perth city, next to the fountain garden. It is also small and corroded. Only with digital enhancement could I read the text. The plaque commemorates the '2000/2001 State Image Community Art Competition'. I could find nothing about this competition.
