The statue is of Irish born Oliver Pollock, who was a merchant during the American Revolutionary War. worked and sold land in the Baton Rouge area. He is credited with creating the American Dollar sign ($).

The artist is Frank Hayden, who has numerous pieces all throughout the Baton Rouge area. He was born in Memphis, TN and moved to Baton Rouge in the early 1960's as a member of the faculty of Southern University in Baton Rouge. He died in 1988.
