This small monument and time capsule are adjacent to New Castle's City offices. My friend, Mesascott, who was Waymarking with me and lived in the area had no idea where the time capsule was, nor had she ever noticed the Centennial Monument. She now realizes how much the hobby of Waymarking teaches one to notice 'things' that before you may have just walked past.
