The city of Waukegan has library roots dating back to the Little Fort Reading Room and Library Association in 1845. In 1898, the city of Waukegan, took over management of the library system and opened a tax-funded public library.
In 1901 the land on which this building rests was conveyed to the city by the heirs of Oliver Lincoln. With the land for the building available, the city leaders requested a grant from Andrew Carnegie for the construction of this building. Mr. Carnegie responded with a $25,000 grant to construct this building which was completed in 1903. The building was in service as a library until 1965 when the city of Waukegan moved library operations from the building.
The building appears to be vacant, but in good shape. There was evidence in the interior of work construction work.
