This sculpture by Malcolm Jones is entitled "Green Flash".
There are two plaques on the sculpture...one is the signature plaque and reads:

"GREEN FLASH
by
MALCOLM JONES

2002
(solid cast acrylic and concrete)
City of San Diego
Commission for Arts and Culture
Public Arts Program"

The second plaque explains that a green flash is visible to some just as the sun is setting. It is unclear whether this green flash is visible only when viewing it through the sculpture's acrylic...but, the sculpture is probably intended to represent a phenomena which the poster of this Waymark has never heard of before..
